Subject: [PATCH] ci: add Windows build workflow (PyInstaller + NSIS)

- Triggers on version tags (v*) or workflow_dispatch
- Builds BatchTube.exe via PyInstaller
- Creates BatchTube-Setup-*.exe via NSIS
- Uploads artifacts for download
